For Classic Outlook on Windows, use this checklist:

Confirm the account type. Creating a Poll in Outlook is only supported with a work or school account. It is not supported with Outlook.com personal accounts or third-party accounts such as Gmail, Yahoo, or iCloud.

Try inserting the poll from the supported location. In a new email, go to Insert > Poll. A poll can also be found under Options > Use Voting Buttons > Poll.

If Outlook prompts for sign-in again while creating the poll, contact the Microsoft 365 admin. In Classic Outlook, repeated sign-in prompts can be caused by an admin setting that needs to be adjusted.

If the poll does not get inserted and an authentication window flashes, use the current workaround. This specific issue was fixed on August 1, 2023, but if it happens again, create the poll in Microsoft Forms instead:

Go to https://forms.office.com/

Sign in with the work account

Select New Form

Add the title, description, question, and answer choices

Select Collect Responses

Copy the link into the email, or send the form directly from Forms If recipients cannot see the poll in the email body, that can still be expected in some cases. Recipients may get a link instead of an embedded poll if:

the poll is too long

the poll was sent to people outside the organization

If the message is encrypted, remove encryption before using poll or voting buttons. Recipients cannot view voting buttons in encrypted Outlook messages.

If the Poll button is missing from the ribbon, add it manually:

Open Outlook

Go to File > Options

Select Customize Ribbon

In Choose commands from, select All Commands

Find Poll or Polls by Microsoft Forms

Add it to the Insert tab

Select OK

I was able to reproduce the scenario on my side and successfully add a poll using Classic Outlook.

First, please try the workaround provided in this article and let me know whether it resolves the issue: Unable to add a Poll to emails in Outlook Desktop

If the issue persists after completing the steps in the article, please proceed with the troubleshooting steps below:

Open Outlook Classic Desktop.
Select File > Options.
Choose Customize Ribbon from the left pane.
Under Choose commands from, select All Commands.
Scroll through the list and locate Polls [Collect quick responses in email messages].
On the right pane, select the tab where you would like the Poll button to appear, or create a New Tab.
Select Polls [Collect quick responses in email messages], then click Add >>.
Click OK to save the changes.

Note: If the Poll icon is present but grayed out, click into the body of your email draft. The button activates only when the message body is in focus.

If the Polls option is missing or you can't insert a poll in Outlook, I would first check whether the Microsoft Forms/Polls integration is available for your account.

A few things to check:

• Try New Outlook on the web and create a new message. See whether Apps / Polls is available there.

• If Polls is missing, your organization's Microsoft 365 administrator may have disabled the Polls/Forms app or restricted Office add-ins.

• Sign out and back in, then try Outlook on the web rather than the desktop client. This helps determine whether it is a client-specific issue.

• If the Polls option appears but fails when you use it, check whether Microsoft Forms is working normally for your account.

If this is a work/school account, your Microsoft 365 admin should also check the organization's app/add-in permissions and Forms licensing/service availability.

If you can share whether you're using New Outlook, Classic Outlook, or Outlook on the web, and whether the Polls button is missing or gives an error, that would narrow it down.
