For a Surface Book 2 stuck in a logo-and-restart loop, try these steps in order:
- Disconnect all accessories and make sure the device is charged.
- Force a restart:
- Press and hold the power button until the Surface shuts down and restarts and the Windows logo appears again, about 20 seconds.
- Release the power button.
For Surface Book 2 and later, this is the supported force-restart method.
- If it still loops on the logo, reset the device by using a USB recovery drive:
- Shut down the Surface.
- Insert the USB recovery drive into the USB port.
- Press and hold the volume-down button while pressing and releasing the power button.
- When the Surface logo appears, release the volume-down button.
- If Windows starts after recovery, install the latest Surface and Windows updates.
- If Windows still does not start, use service or repair options. Microsoft lists self-repair, send to Microsoft, and in-person support as available options depending on region and device status.
