Hotmail account blocked for 2 months

It's been 6 weeks since my hotmail account was blocked from receiving messages (except for adverts) due to high storage in my OneDrive. I cleared my OneDrive and storage to 74% many weeks ago but still my account is blocked. Is this a malicious method by which Microsoft insists on subscription payments to retrieve Inbox messages? It feels like Microsoft is employing malware-like techniques to force clients to pay for subscriptions.

    I will help you out with this issue. With 75% storage being free, the email delivery should be smooth. Could you send an email from one of your other accounts to this problematic account and let me know if you receive any bounce-back message? Our next steps are based on the same.

    Additionally, I hope you cleared out your Deleted Items folder as well, which is a must.

    I tried that already i.e. clearing the deleted items and junk, and sending test emails from other accounts. The test email appears in notifications but my inbox stays empty.
