Stolen outlook email

Hello, I've followed the steps in an attempt to recover my email address that was stolen. They removed the phone number and connected email and then added their own email and 2FA to the account. Whenever I fill out the form for recovery it states, 'Because you've turned on two-step verification for your account, we ignore these requests but wanted to let you know.' I have heard that if there is a 2FA connected then there is no way to recover the email, is this true? Thank you

    Hello,

    If you have two-step verification enabled, you will not be able to use the Account Recovery form to regain access to your account. In this case, account recovery may be difficult, and you may even permanently lose access to the account.

    In this situation, please refer to the Microsoft article below. You’ll need to run the provided tool and follow the on-screen prompts. You will have a chance to talk with Microsoft support if the Automated tool couldn't help.

    Alternatively, you can submit the Account Recovery form through Xbox. The team will review your account and may be able to help reinstate your account, if possible.
