Cannot complete Certificate Profile under Artifact Signing Accounts

We have completed the Identity validation and can see the status as Complete. While creating the Certificate Profile, and we select Public Trust, the "Verified CN and O" returns an error "Please complete the Identity Validation".

But as mentioned we can see Complete under Identity Validation.

If we select "Private Trust" then the Verified CN & O is populated. But we want to create the Certificate Profile as Public Trust. Any suggestions?

    We completed the Identity validation using Private because our organisation is a Private entity based in United Kingdom.
    Can we still complete validation using Public?
