I cannot make an email address not blocked. Help!!

I accidently blocked an email address in my junk folder.And I followed the instructions on another thread to unblock it, I followed the instructions exactly, and every time I try and do, it says unable to complete it, it says unable to. Try again.

ive been trying for days now. Any ideas anyone??

    For Outlook.com or Outlook on the web, remove the address from the blocked list here:

    1. Select Settings.
    2. Go to Mail > Junk email.
    3. Under Blocked senders and domains, select the blocked address or domain.
    4. Select the remove icon, then Save.

    If the sender should always be allowed, add it to Safe senders and domains in the same Mail > Junk email page.
