Update Payment Information - Card Declined

Receiving emails requesting "verify payment information". I have updated it but I keep receiving the email.

Possibly multiple Microsoft accounts are crossing, due to previous administrator.

I cannot get ahold of anyone to assist me with this information.

Any login information appears to be lost. How can I go about updating this information to avoid losing my access to this account?
