Did you check your junk or SPAM email folders to see if the verification emails from Microsoft ended up there?
Or go to the Safe Senders list, add the '@microsoft.com' domain address to the Safe Senders list, and try requesting the Verification code again.
If you are still having issues,
- Open a private browsing tab in a new web browser and sign in with your account using the link below to reset your password: https://account.live.com/ResetPassword.aspx
- If you are not receiving the code, try switching your Wi-Fi to another network, such as a mobile hotspot, and request the verification code again. Sometimes the problem might be with the specific Wi-Fi network you're connected to.

And, in addition to the account recovery form, submit the Account reinstatement form to the Microsoft Account digital safety team. Select 'I am not receiving the provided code' and hit submit.
