Compromised Account with Proof of Purchase Receipt

My Microsoft account has been compromised, and the attacker has changed my security information and email alias. The automated recovery form does not work because the hacker altered the account details. However, I have official payment receipts and transaction IDs to prove my ownership of this account. I need this ticket escalated to the Account Tier 2 Security Team to verify my billing evidence and secure my account.
