This error means the Surface cannot find Windows on its internal drive. Since the recovery USB is not starting, the issue may be with USB detection, damaged Windows boot files, or the internal SSD itself.

Disconnect every accessory except the charger and recovery USB, including docks, adapters, external drives, keyboards, and mice. Surface may try to start from another connected USB device. Then power it off and try the Volume Down + Power startup again. Boot Surface from a USB device
Perform a forced restart by holding the Power button for about 20 seconds, releasing it only when the Windows logo appears. Surface turns on and shows “Couldn't find a bootable operating system”
As an alternative, create standard Windows 11 installation media on another PC. If it starts, choose Repair your computer first rather than Install now. Reinstalling Windows is the final option and may erase the drive.
If Windows Setup cannot detect the internal drive, stop there and arrange a hardware inspection or service order, since the SSD may need professional attention.
