As a forum moderator, I am not able to access your account or delve into the backend systems to diagnose and fix this for you. My role here is limited to general guidance you can apply from your side. To narrow it down, could you clarify a few things?

What happens when you try to add the tenth guest, and is there an error message?
Are you the group owner?
Do the additional guests already exist in your organization as guest users?
Can you add the same guests to another Microsoft 365 Group?
Does it behave the same way in Outlook on the web?

Do the additional guests already exist in your organization as guest users? no they are external

Can you add the same guests to another Microsoft 365 Group? no sure

Does it behave the same way in Outlook on the web? have not tried

Thank you for your update. The silent failure is the clue here. Outlook reporting success while the members never appear usually means the invitation is being rejected after the fact rather than blocked at entry. Since these people are external and do not yet exist as guests, each one has to be created in your directory first, and that step is controlled by your organization's external collaboration settings. The nine that worked may already have existed as guests from earlier sharing.

Two quick things to try. Add one of the failing guests through Outlook on the web, which usually shows an error message that classic Outlook suppresses. Then check whether the same person can be added to a different Microsoft 365 Group.

If both fail, your administrator will need to review the guest settings. These two articles cover what to check:
