Trying to reopen personal Microsoft account and isn't working

I am trying to reopen a microsoft account and everytime I get to the 'reopen' there is an email address that comes up and says it is sending a code but the code never arrives.

I have completed 2 Microsoft recovery account forms and it has been past 24 hours and I haven't got an email to say whether they have decided or not decided to reopen the account.

I need this account in the next coming days and don't know what to do.
