This is a known server-side issue that has affected the BitLocker Recovery Key page for some users. If the device is already listed in the Microsoft account but Manage recovery keys loops on Trying to sign you in or shows a blank page, the accepted guidance is:
- Wait and try again later. Multiple reports describe this as an intermittent Microsoft-side issue rather than a problem with the PC or browser.
- Try an InPrivate/Incognito browser window and open the recovery key page again.
- Temporarily disable any active VPN before opening the recovery key page.
- Try a different network, such as switching from Wi‑Fi to a mobile hotspot, then open the recovery key page again.
- If the page still loops, change the Microsoft account password and then try accessing the recovery key page again. This was reported as a workaround in one accepted answer.
If the device is on the BitLocker recovery screen, the supported recovery action is to enter the 48-digit BitLocker recovery key. If the key is correct, Windows should start.
For managed environments, recovery keys can also be located by device name or recovery key ID in Microsoft Entra ID or AD DS, and MBAM environments can use the Self-Service Portal if configured.
