How can I migrate a domain if the previous admin account login is forgotten?

Could you please confirm whether there is another administrator account in the previous Microsoft 365 tenant that can still sign in?

1/ If another administrator account is available, please ask that administrator to help restore your administrator access or assign the appropriate administrator role to your current account. Once access has been restored, the domain can be removed from the previous tenant before being added to the new tenant.

2/ If there is no other administrator account available and you cannot access the previous tenant, you will need to contact Microsoft Support. Microsoft Support will need to verify that you are authorized to represent the organization and that your organization owns the domain before assisting with account recovery or domain release.

During the verification process, Microsoft may request information related to the tenant, subscription, organization, and proof of domain ownership. Please try to find the related hotline number to call the frontline and let them raise a ticket for you: Customer service phone numbers - Microsoft Support    

When you call the support number, you may hear an introduction of about 30 seconds such as "you can visit the link...". You can ignore this introduction and wait until you are presented with the options. Then press "1" as a business email user, and again "1" for technical help.

I also recommend calling during business hours. In my experience, it can be difficult to get through to the correct support queue, and automated systems don't always work as expected. If you can't get through on your first try, I suggest trying again later or at a different time.
