When you say you'd like to disable passkeys, do you mean (1) stop Edge from asking to save or autofill passkeys, (2) stop new passkeys from being created on this device, or (3) remove a passkey you already have saved?
There are two places passkeys can be set up: Windows Settings on your device (stored locally, works only on that device) and your Microsoft Password Manager (syncs across your devices).

If you have saved the passkey in Windows Settings (Settings > Accounts > Passkeys) - you can use your Windows Hello PIN or Fingerprint, the passkey is for a specific device. You cannot use this passkey (Windows Hello) to sign in to your account on another device, such as a mobile device.
To disable this, on the passkeys page, select Advanced options > Click Save passkeys to this Windows device to toggle it off. to remove this, you can remove them directly from your account.

If you have to disable the passkey pop-up in Edge,
Go to edge://settings/autofill/passwords/settings and paste this into the Edge address bar.
