Azure for Students verification fails with "You do not have access" — school not found in lookup (Pakistan)

I am a verified GitHub Student Developer Pack member and cannot activate Azure for Students. Academic verification fails every time.

What happens: At signup.azure.com/studentverification, the "School name" field returns no results for any country. Typing anything and clicking away clears the field completely. Pakistan IS listed in the country dropdown, so this is not a regional availability issue.

I submitted the form with my school email ******@umt.edu.pk and received "You do not have access — Sorry but our systems are detecting a problem with your account and are unable to validate your access."

What I have already tried:

The Azure offer link in the GitHub Student Pack (aka.ms/azure4students) redirects to a marketing page with no activation path
Signing in with a personal Microsoft account, in incognito, with no VPN
The Contact support link on the error page routes to Engage Center, which requires a tenant I do not have
azureforeducation.microsoft.com/institutions/contact does not list Pakistan

This Microsoft account has no prior Azure subscription and no failed activations other than the one above.

I am requesting manual academic verification. I can provide an official enrollment certificate from my university registrar and my student ID privately to a moderator.I am a verified GitHub Student Developer Pack member and cannot activate Azure for Students. GitHub Support (ticket 4724615) confirmed my student status is active on their end. They stated the requirement is: the primary email on my Microsoft account must match the email used to apply for the GitHub Student Developer Pack, which is ******@umt.edu.pk.

When I try to add that address as an alias at account.live.com/names/Manage, Microsoft blocks it: "This email belongs to an organization, so you could lose access if you leave. Please enter a different email address." Screenshot attached.

So: the address cannot be added to a personal Microsoft account, and umt.edu.pk is not provisioned as a work/school account either — signup.azure.com/studentverification returns a login.microsoftonline.com/organizations OAuth URL that a personal account cannot authenticate against.

The support form at support.microsoft.com/supportrequestform/7a3f017a-c951-7e06-1bd7-64bf7fc202ff redirects to Engage Center, which requires a tenant I do not have. azureforeducation.microsoft.com/institutions/contact does not list Pakistan.

There is no self-service path available. Requesting manual academic verification against ******@outlook.com. I can supply an official enrollment certificate from my university registrar privately.
