I'm trying to purchase Microsoft 365 Personal in India. The payment fails with ExceededMaxCardsPerAccountLimit from [Moderator's note: PII removed]

There are no payment methods visible in my Microsoft account. I also created a completely new Microsoft account and the same error occurs. Credit card and UPI both fail.

The error occurred on [Moderator's note: PII removed]

Please have the billing/payment team investigate the PaymentInstrumentFD/PIManagementService error rather than asking me to add another card.

I have also tried to add UPI as payment method. It also failed. I have tried with multiple credit cards and UPI from this account as well as newly created account. But not able to purchase subscriptions.
