I’m very sorry that you’re dealing with such a large volume of unwanted group invitations and calendar event invitations. I understand that reporting them, blocking the senders, and creating rules have not resolved the problem.
Currently, Outlook allows up to 10,000 entries across the Safe Senders and Blocked Senders lists. Blocking the groups.outlook.com domain may also affect legitimate Outlook groups, so I would not recommend doing this if you use any legitimate groups.
As an additional troubleshooting step, you may check the message headers to determine whether the visible sender address has been spoofed. However, because this case involves repeated unauthorized additions to Outlook Groups and associated calendar events, blocking the address found in the headers may not fully prevent the problem.
