HELP!! Microsoft Advertising Account Suspended After Verification-Reinstated then resuspended again!

I am seeking assistance with a Microsoft Advertising account that appears to be caught in a suspension and appeal loop.

The account belongs to a legitimate small business operating as a sole proprietorship under a registered DBA/FBN. The business owner and the individual who manages the Microsoft Advertising account are different people, which may be relevant to the identity verification issue described below.

Timeline:

The Microsoft Advertising account was initially suspended and I contacted Microsoft Advertising Support for assistance. I followed the instructions provided by Support and completed the Advertiser Identity Verification (AIV) process, including submitting the requested business documentation.

After review, Microsoft notified me that the suspension had been removed and the account was reinstated and eligible to serve ads.

Shortly afterward, however, the same account was suspended again. There had been no attempt to create another account or circumvent the previous suspension. The advertising campaign had been configured, but the account had not begun actively spending advertising funds following the reinstatement.

I submitted another appeal as instructed. I then received a response stating that the suspension was being upheld because of an alleged “egregious violation.” The response did not identify the specific violation or explain what information or account setting needs to be corrected.

I contacted Microsoft Advertising Support again. Support acknowledged that Advertiser Identity Verification had previously been completed, but explained that they do not have access to the specific findings of the internal review team and therefore could not tell me what caused the new suspension.

The appeal decision states that I am permitted to re-submit an appeal. However, I am unable to do so. When I follow the re-appeal link and attempt to sign in to Microsoft Advertising, I am taken to a page stating:

“Your access to Microsoft Advertising is currently blocked.”

I am then signed out and returned to the public Microsoft Advertising website. This creates a loop in which Microsoft says I may re-submit an appeal, but the account suspension prevents me from accessing the re-appeal process.

One possible issue I would like Microsoft to examine is the business ownership/account-manager relationship. The business is a legitimate sole proprietorship operating under a registered DBA/FBN. The registered proprietor is one individual, while another individual manages the company's advertising and Microsoft Advertising account. Both individuals are legitimately associated with the business, and documentation can be provided privately to Microsoft confirming the ownership and authorization.

Because the account previously completed identity verification and was reinstated by Microsoft after review, I would greatly appreciate it if a Microsoft Advertising moderator could help determine whether this situation can be escalated for manual review.

I am not asking for any confidential details about Microsoft's security systems. I simply need a way to either:

  1. Submit the re-appeal that Microsoft's decision says I am permitted to submit, or
  2. Have the account manually reviewed to determine whether the ownership/account-manager distinction is causing the identity issue and what information needs to be corrected.

I can provide the Microsoft Advertising account information, previous support case information, DBA/FBN documentation, identity verification documentation, and any other requested information privately to an authorized Microsoft representative.
