I submitted an identity validation (3a5cebb4-2a4a-4c88-9079-8f5013ca290a). I received an email and completed email verification process. It's been over a week and the identity validation is still "In Progress" with the an alert that says "Please complete your email verification.".
I have already completed the email verification and cannot redo it because I get an error. I cannot find a way to have it resend the verification email so it seems like I'm stuck.
Any help would be appreciated.

I looked through the FAQ on this one.
From the Artifact Signing FAQ: "If you missed clicking on the email verification within seven days, you need to start a new identity validation request. A new link can't be resent on the same request." The link expires after seven days. So regardless of whether the verification went through on your end, you’re past the window now. That’s why trying to redo it errors out.
Normally the fix would be to delete the stuck request and start fresh. But you can’t, because of this line in the renew or delete guidance: "You can delete an Identity Validation that is not in 'In Progress' state from the Identity Validation page." Yours is In Progress, so Delete won’t be available.
Creating a second request alongside it won’t help either. From the FAQ: "Creating more identity validation requests for the same entity that is in progress doesn't help. Identity validation requests can't be expedited."
So you are looking at a support ticket. When you open it, lead with your Identity Validation ID and say the seven day email window expired while the request was still In Progress. That gives them something concrete to look at rather than just "it's been a week".
