- Are you a Global Admin or an end-user?
If you are a Global Admin: Sign in Microsoft 365 admin center > Billing > Licenses, and confirm your account has the expected Planner or Project license assigned.

In the meantime, kindly try these steps:
Test both Planner for the web and Planner in Teams, preferably with another licensed user. Since August 2025, former Project for the web plans are accessed through Planner, with no migration or licensing change required.
From Planner, select the App launcher > Find Microsoft 365 apps, search for Planner, and try the Planner Power App associated with the affected environment. On Plans, test both My Active Plans and All Plans.
To open the support request:
- Have an eligible administrator open the Power Platform admin center, select Help + support or Support requests, and start a new request for the affected environment. Roles that can access this area include Power Platform Admin, Environment Admin, Global/Company Admin, Service Admin, and several other admin roles. - If the Power Platform route will not allow submission, use the Microsoft 365 admin center > Help + support, enter the issue, then select Contact Support when the suggested articles do not resolve it.
