The 25-character code is for Microsoft account recovery, not BitLocker. It will not unlock the Surface. BitLocker requires a 48-digit numerical recovery key.
Please compare the first eight characters of the Recovery Key ID shown on the Surface with the Key IDs listed at Microsoft account BitLocker recovery keys. Check every Microsoft account that may have been used to set up the device. Also look for a printed copy, USB drive, or saved text file.
If none of the listed Key IDs match, Microsoft cannot use the ID to generate or retrieve another key. Without a matching recovery key, the only remaining supported option is to reset the Surface, which removes the files on the encrypted drive.
