Although the organization’s default OneDrive limit is set to 1024 GB, the admin center does not allow this user’s quota to be increased beyond 10 GB. This suggests that the limit is being enforced at the service or licensing level and cannot currently be resolved through the standard storage settings or SharePoint Online PowerShell
I also understand that you attempted to follow Microsoft’s documented diagnostic path for OneDrive storage quota issues, but the Run Tests option was not available. Since Support Assistant is currently blocked in your admin center, this may be preventing the diagnostic from appearing correctly..
At this stage, I recommend contacting Microsoft Support. The support team can verify the storage entitlement recognized for the DEVELOPERPACK license, investigate why the 10 GB user-specific quota was assigned, and correct the backend quota configuration if it was applied incorrectly.
To create a support request:
- Sign in to the Microsoft 365 admin center using a Global Administrator account or another administrator account authorized to create support requests.
- Select Help & support from the navigation menu.

- Turn off the "Support Assistant" toggle at the top of the support pane.
- Enter "OneDrive storage quota unexpectedly reduced to 10 GB" in the issue description.
- If the OneDrive Storage Quota diagnostic or Run Tests option appears, run the diagnostic and save the results.

- If the diagnostic is unavailable or does not resolve the issue, choose the "Contact support".

- Follow the prompts to create a new service request and select the preferred contact method.
