Is Japan currently supported for Artifact Signing Public Trust organization identity validation?

We are evaluating Azure Artifact Signing (formerly Trusted Signing) to sign a Windows desktop application. Our company is registered in Japan and was incorporated more than three years ago. We would use the Public Trust certificate profile with Organization identity validation.

The documentation appears to contradict itself about whether Japan is supported, so I would like a definitive answer before we commit to a signing solution.

1. Quickstart: Set up Artifact Signing (ms.date 05/21/2026) lists Japan: "Public Trust certificates are available to organizations in the United States, Canada, the European Union, the United Kingdom, Australia, New Zealand, Japan, South Korea, Singapore, Switzerland, Norway, and Israel." https://learn.microsoft.com/en-us/azure/artifact-signing/quickstart

A report from 2026-03-05 says the Country/Region dropdown in the Azure portal did not offer Japan, and displayed a banner limiting availability to the USA, Canada, the European Union and the United Kingdom. I am aware of the Switzerland thread (#5812975), where availability was described as "on our roadmap" in March 2026 and then announced as available on 2026-07-23. That suggests the documented country list can run ahead of what the portal actually offers, which is exactly what I am trying to clarify for Japan.

My questions:

a) Is "Japan" currently selectable in the Country/Region list for Public Trust ORGANIZATION identity validation in the Azure portal?

b) If not, is Japan on the roadmap, and is there any indication of timing?

c) Are there any Japan-specific requirements for organization identity validation? In particular, is a Japanese Certificate of Registered Matters (issued by the Legal Affairs Bureau) accepted as the business registration document, and is an English translation required?

We need to decide in the next two weeks whether to use Artifact Signing or purchase an OV certificate from a commercial CA, so even a "not yet, no date available" answer would be genuinely useful to us.
