Account locked and unable to recover

My son was redeeming 3 gift cards he received from his birthday party. Xbox then locked his account, and put up an error notice that he needs to go to account.live.com to fix his account issue. We go to the site to try to log in, but the account is locked. We tried to recover, but we get an "unable to recover" error. My son is so sad he can't even enjoy his birthday gift cards. I submitted a recovery form but nothing happened with it! I haven't received an email or anything. These chat bots aren't helping either. Can someone help! What do we do?! We've waited days now.

For a locked Microsoft account, the supported paths are:

    1. Try unlocking the account by signing in at Sign in to request a security code.
      • Any phone number can be used to receive the code.
      • The phone number does not need to already be associated with the account.
      • The phone only needs to receive text messages.
    2. If the account stays locked and there is no Next option during sign-in, use the account reinstatement link shown in the lock screen window that begins with aka.ms/.
      • After submitting that form, a Microsoft Online Safety support agent reviews it and contacts the working email address provided.
      • Do not submit additional reinstatement requests, because that can slow the response.
    3. If the regular recovery flow says the account cannot be recovered, use the Sign-in Helper first: Sign-in Helper.
    4. If recovery form access is still needed, complete the Account recovery form using:
      • a working email address that can receive messages about the request
      • a device previously used to sign in to the account, if possible
      • a familiar location such as home or office, if possible
    5. Recovery form results are sent to the working email address provided at the start of the form within 24 hours.
      • If the account is verified, instructions to sign back in are sent there.
      • If verification fails, the form can be retried up to two times per day.
    6. If two-step verification was turned on and none of the alternate verification methods are accessible, support agents cannot reset the password or change account details.
    7. If no response email is visible, check the working email account used on the form, including junk or spam folders, and confirm that the form included an accessible contact email.
    8. For additional technical help, use Contact Microsoft Support. Support can route the case, but agents cannot send password reset links or change account details for protected accounts.
