AU10TIX cannot create Verified ID during Artifact Signing organization identity validation

I am completing organization identity validation for Azure Artifact Signing in Canada. After capturing my driver’s licence and completing facial capture, AU10TIX displays: “Sorry, you do not meet requirements to create a Verified ID at this time.”
The failure occurs before I can add or present a Verified ID through Microsoft Authenticator. I contacted AU10TIX support, and they directed me to Microsoft Entra/Verified ID support.
Please investigate or route this case to the team responsible for Verified ID issuance in the Artifact Signing onboarding flow.
