Artifact Signing identity verification failing at the "Share with Artifact Signing" step in Authenticator

I have set up a Verified ID with AU10TIX and the Microsoft Authenticator app. Twice now, I have tried to get past the "Share with Artifact Signing" step in Microsoft Authenticator. Both times, the Authenticator app returned a socket error, even though the website says "Verification successful!" The Identity validation in Azure remains in "Action Required" status. If I select the Retry option in the Authenticator app, I get an exception message about a Cosmos DB ID conflict. If I select the "Please complete your verification here" link in Azure, I get "Sorry, this link has been used already. Please return to Artifact Signing to review the status of your request."

So I'm stuck in a perpetual cycle of Identity validation exceptions.
