I was able to find a thread that references this requirement. It appears that Microsoft previously documented the storage expansion path more explicitly, including the statement that OneDrive storage can be increased to 5 TB when the organization has 5 or more qualifying licenses.
However, after reviewing the current official documentation, I could not find that exact wording in the latest OneDrive service description. The current article states that Microsoft 365 E3 provides 1 TB per user (can be increased to 5 TB), but it no longer includes the detailed licensing requirement within the same article.

As a result, the current documentation no longer explicitly states the minimum licensing requirement that was present in earlier versions.
