Artifact Signing individual validation failed — active-duty military address differs from government ID

I am a U.S.-based individual developer and an active-duty military service member.

My government-issued ID contains my permanent/home-of-record address. My current residential address is different because of military assignment. My Azure Individual billing profile and current proof-of-address document show my current residence.

The Artifact Signing Individual/Public Trust validation failed, and the automated flow did not provide a supplemental-document upload step.

What is the supported procedure for military members whose government ID address differs from their current residence? I can provide my ID and a recent official bank, credit-card, telephone, or other statement through a secure private channel.

I will not post my subscription ID, validation ID, identity documents, military documents, or financial statements publicly.
