I am unable to share my micrsoft 365 family account with others

I have been trying to share my microsoft family account with others. but the systems says i have too many invites out, or the link crashes and says wait till later, or it just stops working. I am never able to complete the invite process to the account i want to share with. now it has completely stopped allowing me to even try to share.

all accounts have address's and contact info

we prepaid for a year of service

it appears the issue is with the main account, but it is like there is a lock out of some type in the sharing portion
