How do i recover my compromised microsoft account;

Hi, im currenty on my other account, but my microsoft account has been hacked trough a phishing website. I cant use the revoery option to fill my previous details, as they will just say that the attempts have been ignored. I had not activated 2Fa before, and the hacker did aswell a change my passoword and recovery email. the normal email is still the same. What can i do?
