Error 0xC004F211 appears because replacing the motherboard is considered a major hardware change, so the digital license no longer matches the PC. A separately purchased retail license can normally be transferred, while a license that originally came preinstalled may remain tied to the old motherboard.
Here are some suggestions you can try:
Confirm that Windows 11 Pro is installed under Settings > System > Activation. The installed edition must match the purchased license.
Sign in to Windows with the same Microsoft account used when the license was purchased. Then select Activation > Troubleshoot > I changed hardware on this device recently. Choose the old PC, check This is the device I’m using right now, and select Activate.
If you received a 25-character key, select Change product key and enter it again. Also check your Microsoft account order history for the Windows purchase.
Since the troubleshooter is redirecting you to the Store, contact Microsoft Support. Open the Get Help app, search for Windows activation, then select Contact Support and request chat with an activation agent. Have the purchase receipt and Microsoft account ready.
