Hotmail signing without recovery email or form

My dad has changed his phone and is unable to sign in to his Hotmail as he has forgotten the password. My email is the recovery email and is correct on the first few letters but the recovery email never comes through. We have filled the form in 4 times with as much information as we have but it gets rejected.

is there any other way to recover the password or a link the chat/phone support?
