"Microsoft family safety" appears on my computer extremely frequently

I have a windows laptop and it is my own laptop. Microsoft family safety (something I never set up) will pop up, lag my computer and refuse to disable. Ive disabled it in task manager, my birthday on windows is over 18, my xbox is over 18, I am not in a family on microsoft family and yet this popup has plagued my computer for years and pops up almost every time an app opens. I cannot record my screen or open xbox apps either. Sometimes it will just randomly open while im playing a game without me even opening a new app. Every time it opens my entire computer lags and I have to tab out, close it, and hope it doesn't re open. Ive tried the xbox site, microsoft support, youtube tutorials, chat gpt, gemini , other people with similar issues and NOTHING has helped. I will attach a screenshot of the popup and note that the "ask by email" does nto work as I never set up an email for it to send to. Ive tried to look at the webiste for family safety and nothing works. I press the setting and it just brings me back to the same useless home page

    Since you've already confirmed the account is an adult account and not part of a Microsoft Family group, and you've already tried the common Family Safety reset steps, could you post the screenshot you mentioned (with any personal information redacted)?

    The exact wording of the popup is important because different Microsoft components can trigger similar Family Safety prompts. Knowing whether it is coming from Family Safety itself, Microsoft Store, Xbox services, or another Windows component will help narrow down the cause.

    Also, please let us know:

    1. Whether you're signed into Windows with a Microsoft account or a local account.
    2. Whether the popup appears under a specific user profile or all user profiles on the PC.
