Azure Artifact Signing – Organization Identity Validation fails with AU10TIX: "You do not meet the requirements to create a Verified ID"

Hello,

I am currently setting up Azure Artifact Signing for my organization and I am trying to complete the Organization / Public Trust identity validation.

The organization identity validation request was created successfully and is configured as:

  • Identity type: Organization
  • Trust type: Public
  • Organization country: Israel
  • Service: Azure Artifact Signing

I am the authorized representative of the organization and I am completing the required individual identity verification step through Microsoft Verified ID / AU10TIX.

Issue

I successfully go through the AU10TIX identity verification process. My government-issued ID is scanned and the facial verification process is completed.

However, at the end of the process, AU10TIX displays the following error:

"Sorry, you do not meet requirements to create a Verified ID at this time."

No specific reason, error code, or corrective action is provided.

As a result:

  • No Verified ID is created in Microsoft Authenticator.
  • The Organization Identity Validation cannot proceed.
  • The Azure Identity Validation remains blocked / requires action.
  • I cannot complete the Artifact Signing Public Trust certificate setup.

What I have already verified

  • The Azure identity validation is configured as Organization, not Individual.
  • The trust type is Public.
  • The organization is legally registered in Israel.
  • I am the authorized representative completing the individual identity verification.
  • The AU10TIX document and facial verification steps are completed before the error occurs.

I have also reviewed the existing Microsoft Q&A discussions concerning this exact AU10TIX error, but I cannot find any documented reason or self-service solution for this specific failure.

Could an Azure Artifact Signing / Microsoft.CodeSigning / Verified ID moderator please investigate this identity validation?

In particular, I would like to know:

  1. Why AU10TIX is refusing to issue the Microsoft Verified ID.
  2. Whether there is an eligibility, identity, attempt-limit, or backend state preventing the credential from being issued.
  3. Whether the current identity validation session needs to be reset by Microsoft.
  4. Whether there is any specific information that I need to correct before attempting the verification again.
  5. Whether this is a known issue affecting Organization / Public Trust validations.

  • Azure Subscription ID
  • Azure Tenant ID
  • Artifact Signing Account name
  • Identity Validation ID
  • AU10TIX reference/correlation ID
