It got resolved for me automatically.
Phone link hangs at the Use your mobile device from your PC Continue button logs in and nothing happens.
I have been using Phone Link since it was released before Windows 11. On my Win11 system, it just quit working and would not connect. Open Phone Link > Login > will not go beyond "Use your mobil device from your PC" "Continue". Uninstall/reinstall, reboots on both, updates, and a gambit of other reset videos. Nothing works. The Samsung phone wants an MS account or QR code from PC. Log in and it wants Input the code shown on PC. No code is shown. Cannot open Phone Link.

A rapidly growing number of users are reporting the exact same Phone Link behavior today: the Continue button does nothing, account switching does not work, and in some cases Link to Windows also fails to sign in. Users have already tried Repair, Reset, reinstalling Phone Link, clearing caches, and even testing different Windows profiles or PCs without success. This strongly suggests a Microsoft-side Phone Link authentication/service issue. I have not found an official Microsoft acknowledgement yet, so I would avoid reinstalling Windows or making extensive system changes for now. Report the problem through Phone Link > Settings > Feedback & Community or Feedback Hub (Win+F) and wait for Microsoft to resolve or acknowledge the issue.

FYI, I can't get to feedback that way, because you can't get past the main screen. Phone Link app just sits there. I can get to Settings/Bluetooth & Devices/Mobile Devices/Give Feedback.
