Are you saying that the share link does not work for people who receive it, or are you saying that the document itself cannot be edited?

If you recreate the link in OneDrive, then does it work?

I can confirm that the link you posted here does not work, but a possible reason for that is that I am not on your list of recipients. There are several layers of privacy when sharing.
