Azure Artifact Signing identity validation stuck in Pending for 4 weeks — email verification link returns "The request is blocked"

I am trying to complete identity validation for Azure Artifact Signing, but the validation has now remained in Pending status for approximately 4 weeks and I am unable to complete the process.

As part of the identity validation process, I received an email from Microsoft asking me to verify my email address. However, when I follow the verification link provided by Microsoft, I immediately receive the following error:

The request is blocked.

Latest occurrence:

20260821T135646Z-15b9d4577894sk5chC1AMSn5ws0000000hm000000000x2yy

The error occurs directly when following the verification link provided in the Microsoft email, so I have no way to complete that verification step.

I have already provided the requested organization/domain verification information, but after approximately 4 weeks the Artifact Signing identity validation still shows Pending.

I purchased the Azure Developer Support plan specifically to obtain technical support for this issue, but the Azure portal redirects me to Microsoft Q&A rather than allowing me to create a technical support request.

Given the length of time the validation has been pending and the fact that Microsoft's own email verification link is blocked, this appears to require investigation of the identity validation state on Microsoft's side.

Could a Microsoft Support Engineer please escalate this to a private Azure support case and provide me with the case number?

I can provide my Azure subscription ID, Artifact Signing account details, identity validation ID, screenshots, the verification email, and any other account-specific information privately once a support case has been created.
