Azure Communication Services Email: Quota Increase Request — Current Limits Insufficient for Non-Profit Communication Needs

Problem description

I am seeking assistance with increasing the sending quotas for my Azure Communication Services Email resource. Currently, the quotas are 30 messages per minute and 100 messages per hour, which are insufficient for my organization's needs.

I reviewed the Microsoft documentation on Azure Communication Services Email quotas and limits, checked the current usage and quota settings in the Azure Portal, confirmed SPF and DKIM configurations, prepared a detailed business justification file, and submitted a support request for a quota increase. However, the support team reported that they could not locate any associated data for the request and suggested creating a new ticket.

The 30 messages/minute and 100 messages/hour limits you're seeing are the current default sending limits for Azure Communication Services Email when using a custom domain. Microsoft confirms that these limits can be increased, but higher quotas are available only for verified custom domains, not Azure-managed domains.

Since you've already configured SPF/DKIM and submitted a request, I would first confirm that the quota request was created under the correct support category. The documented path is:

Azure Portal → Help + support → Create a support request → Service and subscription limits (quotas) → Azure Communication Services Email: Sending Limits

Microsoft has documented this same procedure for ACS Email quota requests.

When submitting the request, include the following information:

  • Subscription ID
  • Azure Communication Services resource name
  • Verified custom sending domain
  • Region
  • Type of messages being sent - for example, transactional or nonprofit/member communications
  • Required maximum messages per minute, per hour, and per day
  • Expected peak and normal sending volumes
  • Description of your organization and business use case
  • Confirmation of how bounced/invalid recipients are handled

Microsoft also evaluates the sender's reputation when considering an increase. This includes delivery failures, domain reputation, spam/abuse reports, and whether the domain has established legitimate sending history. Microsoft's current quota guidance states that email failure rates need to remain low for higher quotas to be approved.

I would not create multiple quota requests if you already have an active case. Since Support said they couldn't locate data associated with the original request, reply to that case with the Subscription ID, ACS resource name (dfw-email-service), Email Communication Service resource, custom domain, region, and original support request ID, and ask them to confirm that the case has been routed specifically to the Azure Communication Services Email quota/sending-limits team.

Also note that quota increases aren't immediate. Microsoft states that requests can take up to 72 hours for evaluation and approval, and approval isn't guaranteed because they review sender reputation and the requested workload.

Your nonprofit use case doesn't prevent you from requesting higher throughput; the key factors are a verified custom domain, clear documentation of the required volume, and demonstrated healthy sending practices.

    For an Azure Communication Services Email quota increase, please create a new Service and subscription limits (quotas) support request and select Azure Communication Services as the service. Please make sure the request is submitted specifically as a quota increase request so that it can be routed to the appropriate team.

    1. Navigate to this link to start the process:

    1. Open Notepad (or any other text editor), navigate to the Email quota increase article, and under “5. Request an email quota increase,” click the Copy button in the upper-right corner to copy the template. Paste the content into Notepad, add your company and Azure resource information, and answer all the questions completely. Once completed, save the file as a .txt file on your computer. You will need this file later when submitting the quota increase support request.
    2. On the Additional details tab, click Enter details. Select the appropriate Location, Resource group, and ACS Email domain resource, then enter the New Email sending limit you would like to request. Confirm the requested limit by entering the corresponding tier enum (for example, 200, 225, 250, 275, 300, etc.). Once all the required details have been entered, click Save and continue.

    1. Still on Additional details tab, click the blue file folder icon, select the .txt file you created above, and click Open to upload it.
    2. Finish filling out the Additional details tab, then click Next. Review all the information you have provided to ensure everything is correct, and click Create to submit the request. You should receive an automated confirmation email within a few minutes after the request is successfully submitted.

    That said, quota increases for ACS Email are handled only through an Azure support request; we cannot verify or access an existing case from Q&A. My apologies for this.

    Please create a new request under Help + supportService and subscription limits (quotas)Azure Communication Services Email: Sending Limits, selecting the affected subscription, resource, and requested limits. Attach the completed business-justification template.
