Unable to convert Basic plans to Premium plans - "upgrade" option missing from three-dot menu

I am trying to convert several existing Microsoft Planner Basic plans into Premium plans. I have a Microsoft Project Plan 3 license, but I cannot find any option to upgrade or convert the plans.

Microsoft guidance and other forum responses suggest opening the plan, selecting the three-dot menu (…), and choosing an option such as “Upgrade,” “Convert to Premium,” or “Add premium views.” However, none of these options appear in the menu for any of my Basic plans.

I have already:

  • Confirmed that I have a Microsoft Project Plan 3 license.

Opened the plans in both Microsoft Planner on the web and Planner within Microsoft Teams.

Checked the three-dot menu at the plan level.

Refreshed Planner and signed out and back in.

Confirmed that the plans are shared through a Microsoft 365 group.

Could someone please clarify:

Is it currently possible to convert an existing Basic plan directly into a Premium plan?

If so, exactly where should the conversion option appear?

Are there any Microsoft 365 administrator settings, Planner settings, licensing requirements, permissions, or rollout requirements that could prevent the option from appearing?

Does the user need to be the plan owner or Microsoft 365 group owner?

If direct conversion is unavailable, what is the recommended way to recreate the Basic plan as a Premium plan while preserving its buckets, tasks, assignments, dates, descriptions, and checklists?

The plans contain a substantial number of existing tasks, so I would prefer to convert them rather than rebuild everything manually.I am trying to convert several existing Microsoft Planner Basic plans into Premium plans. Dear @Proefriedt, Molly

Thank you for the detailed information. Based on what you've described, the conversion option should normally appear when an eligible Basic plan is opened and Premium views are available. Since you're not seeing the Upgrade, Convert to Premium, or Add Premium views options, I'd like to confirm a few things:

    • In Microsoft Planner on the web, can you navigate to My Plans in Planner, select Create a plan, and verify whether you can choose the Premium plan options when creating a new plan?
    • Otherwise, in one of the affected Basic plans, do you see a Timeline view option? If so, please try selecting Timeline and let us know whether you're prompted to upgrade the plan to Premium.
    • For reference: Advanced capabilities with premium plans in Planner and Converting basic plans into premium plans

If the upgrade options are still unavailable, please ask your IT Administrator to:

    • Verify that your Project Plan 3 / Planner Premium license is correctly assigned.
    • Unassign the license, wait for the license changes to propagate, test again, and then reassign it to your account.
    • Confirm that the license assignment has fully propagated.

Note: Converting basic plans into premium plans isn't available for customers working from a Government Cloud Communities (GCC) environment.

Additionally, could you let me know whether other users in your organization are experiencing the same behavior, or if the issue is only affecting your account? And does the issue occur with all Basic plans or only certain plans?

Thank you for your patience and understanding. If you have any questions, please feel free to reach out. I'm looking forward to your update.

Yes, direct conversion is currently possible, but the feature is still rolling out.

For supported tenants and eligible plans, the conversion entry point is in the new Planner app:

    1. Open the basic plan in the new Planner application.
    2. Select More ().
    3. Under Add premium views, select People, Goals, or Assignments.
    4. Confirm Yes, convert now.

If that option is missing, the supported reasons in the available documentation are:

    • The rollout is still in progress. Microsoft states that the ability for premium users to convert basic plans into premium plans is beginning to roll out.
    • The plan is not eligible for conversion.
    • The environment is GCC, where conversion is not available.

Based on the documented eligibility rules, a plan can be converted when it is:

    • A basic plan shared with a Microsoft 365 group
    • Or a basic plan not yet shared that is marked as coming soon

Plans created outside Planner core or with business rules cannot be converted. Documented examples:

    • Published Plans
    • Loop task list plans

On permissions, the documented requirement is that any member of an eligible basic plan can convert it to a premium plan. The available documentation does not say that the user must be the plan owner or Microsoft 365 group owner.

On licensing, the documented requirement is that users with a Planner premium license can convert a basic plan to a premium plan. The context also shows a Microsoft Q&A answer stating that if the option is missing in Teams, opening the same plan in Planner on the web may help because premium features can appear there first.

What is not documented in the available material:

    • No documented Microsoft 365 admin setting or Planner admin setting is provided that enables or disables this conversion option.
    • No documented workaround is provided to preserve buckets, tasks, assignments, dates, descriptions, and checklists when direct conversion is unavailable.
    • No supported API path is documented for creating or migrating premium plans through Microsoft Graph; the available Q&A states there is currently no support for Premium plans via Graph API.

Given the steps already completed, the most likely explanation is that the conversion feature has not yet reached the affected plans or tenant, or the plans are not considered eligible by the service even though they are group-backed basic plans.

A few practical checks supported by the documentation:

    1. Use the new Planner app rather than relying on Teams alone.
    2. Open the plan on the web and check More (...) for Add premium views.
    3. Verify the plan is truly an eligible basic plan and not a plan type excluded from conversion, such as a Loop task list plan or published plan.
    4. If the tenant is in GCC, conversion is not available.

If the option still does not appear after those checks, the available documentation does not provide a self-service method to force-enable conversion or to bulk recreate the plan with all existing task data preserved.
