Azure Artifact Signing Public Identity Validation stuck on Verified ID / no document upload option

I am setting up Azure Artifact Signing for a Public organization identity.

Artifact Signing account:

guardian10digits

Region:

East US

Identity validation status:

Action Required

The Artifact Signing Identity Verifier role is assigned correctly.

Microsoft sent me an email stating that additional Category 1 and Category 2

business documents are required and should be uploaded through the Azure portal.

However, when I open the identity validation request, there is no document upload

option. The only action shown is:

"Please complete your verification here"

That opens credentials.microsoft.com and the "Present your Verified ID" QR flow.

When I scan the QR code with Microsoft Authenticator, the process reaches the face

verification step but repeatedly fails with:

"Something went wrong. Go back and make sure to share your ID from the beginning."

I have already:

  • recreated the identity validation request
  • verified the Artifact Signing Identity Verifier role
  • updated/reconfigured Microsoft Authenticator
  • retried the Verified ID flow multiple times
  • confirmed the Artifact Signing account and permissions are correct

My questions are:

  1. How do I upload the additional documents Microsoft requested if the Azure portal does not show an upload control?
  2. Has anyone resolved the Authenticator Verified ID presentation failure at this stage of Artifact Signing organization validation?
  3. Is Microsoft support required to reset or repair the verification state?
