Azure Artifact Signing identity validation failed after Verified ID verification succeeded

I am attempting to complete organization identity validation for an Azure Artifact Signing account in the United States.

The identity verification process through AU10TIX completed successfully. I completed the government-issued ID verification and received a Verified ID in Microsoft Authenticator.

I then returned to the Microsoft Verifiable Credentials page, which displayed "Verification successful!"

During the process, however, Microsoft Authenticator briefly returned:

Error Code: 404

Error Details: Request not found.

After the Verifiable Credentials page reported successful verification, the Azure Artifact Signing identity validation eventually changed to Failed, and I received an Azure notification stating that the identity validation status had been updated to Validation Fail.

The Artifact Signing identity is a Public organization identity in the United States.

What should I do when the Verified ID presentation reports successful verification but the corresponding Artifact Signing organization identity validation changes to Failed?

Should the failed identity validation be retried, deleted and recreated, or does Microsoft need to reset the validation on the backend?

If Verified ID/AU10TIX completed successfully but the Artifact Signing organization identity validation still moved to Failed, the supported next action is to create a new identity validation request.

    Use this path:

    1. In the Azure portal, open the Artifact Signing account.
    2. Go to Objects > Identity validations.
    3. Delete the failed identity validation request.
    4. Create a new Public organization identity validation request.
    5. Recheck the request details before submitting:
      • Primary Email must be a monitored mailbox on a domain owned by the legal business entity.
      • The mailbox must accept messages and links from external senders.
      • Avoid using a distribution list for the primary email.
      • Ensure the organization details are accurate, because changes after creation require a new request.
    6. Watch for status changes:
      • In Progress after creation
      • Action Required if individual identity validation or more documents are needed
      • Completed or Failed when processing finishes

    Important points for this scenario:

    • A successful Verified ID step does not guarantee the overall organization identity validation will complete successfully. After individual identity verification succeeds, the request returns to In Progress and the broader validation process continues.
    • If the failure was caused by missed or expired email verification, a new request is required. The email verification link expires after seven days, and a new link can’t be resent on the same request.
    • If Microsoft requested extra documents, there are only three upload attempts.
    • If the failure was not due to missed email verification, the validation team was unable to determine the request from the information provided. In that case, retrying with corrected information is the documented path.

For the temporary 404 / Request not found seen in Microsoft Authenticator during Verified ID, the documented troubleshooting steps are:

    1. Close all open instances of Microsoft Authenticator and relaunch it.
    2. Make sure Microsoft Authenticator is updated to the latest version.
    3. Clear browser cache or try a different browser.
    4. Avoid weak internet connections, VPNs, or proxy services.
    5. If needed, try a different mobile device.

If another retry fails, use the documented support channels for Artifact Signing identity validation assistance:

    • Azure Support
    • Microsoft Q&A with the artifact-signing tag

There is no documented self-service “reset” for a failed validation request. The documented action is to start a new identity validation request rather than trying to resume or reset the failed one.
