Credit usage reset: Yes. Copilot Studio credit consumption is counted by calendar month, starting on the 1st, not by your subscription renewal date. So a renewal/billing date of the 17th does not move the usage reset to the 17th.

25,000 credits: Microsoft describes each capacity pack as providing 25,000 Copilot Credits per month. The documentation does not state that the 25,000 is prorated based on the day of purchase. So you should not assume a 14-day prorated allocation simply because the pack was bought on the 17th.

Copilot Cowork spending/budget policy: This is a separate mechanism from the prepaid Copilot Studio capacity. Microsoft currently allows the budget to be configured to reset monthly (1st of the month), quarterly, or yearly. It therefore does not inherently follow the subscription renewal date.

Timezone: I could not find a Microsoft Learn statement that specifies the exact timezone used for the Copilot Studio monthly credit reset. Microsoft documents the reset as the first day of the calendar month, but the public documentation I found does not define whether the boundary is UTC, tenant time zone, or another service timezone. I would not assume this is local time without Microsoft confirming it.
Cancellation/change mid-month: Microsoft’s public documentation clearly says unused capacity expires at the end of the month, but I could not find a sufficiently explicit statement describing exactly how already-consumed credits are treated when a capacity pack is cancelled, reduced, or changed mid-month. So this part needs confirmation from Microsoft rather than guessing.
So the simplest way to think about it is:
Subscription billing date = when Microsoft charges/renews the subscription.
Copilot Credit usage month = calendar month (1st → last day).
Those are not necessarily the same period.
