Can't sign into my msn account

All of a sudden i cant sign into my msn account. I input my email address. Then I input my password. Each time I try signing in I get rejected. Stating too many attempts signing in, even after trying to sign in only one time I still get too many attemtps. Try later. I come back try to sign in days later, still get too many attempts. I changed my password, I get the same rejection stating too many sign in attempts. I use my cell to verify and sign in. Using my same cell number that I have had for years with MSN and I get a message that my cell is not recognized. This has been ongoing for 2 weeks or more. I can get into outlook.com but not MSN.com.
