Cannot sign up for Azure: "You're not eligible for an Azure account" (pay-as-you-go and free, personal account, Georgia)

I'm trying to create my first Azure subscription with a personal Microsoft

account. Both the free account and pay-as-you-go signup flows end with

"You're not eligible for an Azure account. We couldn't create an Azure

account for you."

The pattern is identical on every attempt: I complete the entire signup —

profile details and payment information (a valid non-prepaid Mastercard

from a Georgian bank; the card check passes successfully) — then at the

final step a "Protect your account" MFA screen appears for a moment and

auto-redirects to the rejection page before I can interact with it.

Relevant history: the account was created years ago while I lived in

Russia. I have since relocated to Georgia, where I now live and work:

country/region, billing and shipping address, and payment method (a card

issued by a Georgian bank) are all Georgian and match each other; MFA is

enabled. I suspect a legacy region flag from the earlier era may be

blocking the signup. The account also remains a B2B guest in an old Russian organization's

tenant, which I cannot leave on my own — I would gladly leave it if you can

remove the guest membership on your side or tell me how; I don't know

whether it is relevant to the block.

The account has never had any Azure subscription. The Azure portal does not

allow creating a support request without a subscription, and the "Contact

support" link from the rejection page leads to the same portal dead end.

Could someone from the billing/account verification team review the

eligibility decision on my account? I can provide account details privately.
