Hi! Let me help you.

Please follow these steps;

Open Settings, then navigate to Bluetooth & devices > Cameras.

Select your connected camera from the list (e.g., "USB2.0 FHD WebCam").

If the preview isn't displaying, scroll down to the Advanced camera options section and select Edit.

Enable the Turn on basic camera toggle, then select Apply to save the change.

Since restart, app reset, and reinstall did not help, use this Windows 11 path:

    1. Check for a camera privacy switch or shutter on the laptop.
      • Many laptops have a physical camera switch, keyboard key, or small shutter near the webcam.
      • On laptops, this can be an Fn key combination, a dedicated camera key, a side switch, or a built-in shutter.
      • If it is off or partially blocking the lens, the camera can show abnormal output.
    2. Test the camera in the Windows Camera app.
      • Open Start > Camera.
      • If the green screen appears there too, the issue is not limited to one app.
    3. Check Windows camera permissions.
      • Go to Start > Settings > Privacy > Camera.
      • Make sure Camera access for this device is on.
      • Make sure Allow apps to access your camera is on.
      • If the problem happens in a desktop app such as a browser or video meeting app, make sure Allow desktop apps to access your camera is also on.
    4. Install Windows and optional driver updates.
      • Go to Start > Settings > Windows Update > Check for updates.
      • If nothing camera-related appears, go to Advanced options > Optional updates and look for camera driver updates.
      • Install available updates and restart the PC.
    5. Update the camera driver in Device Manager.
      • Open Start > Device Manager.
      • Expand Cameras.
      • Right-click the camera > Update driver.
      • Select Search automatically for drivers.
      • Restart the PC after the update.
    6. Reinstall the camera driver.
      • Warning: this removes the current camera driver before Windows reinstalls it.
      • In Device Manager, right-click the camera > Properties.
      • Open the Driver tab > Uninstall Device.
      • Select Delete the driver software for this device, then select OK.
      • In Device Manager, open Action > Scan for hardware changes.
      • Restart the PC and test again.
    7. Switch to the built-in UVC driver.
      • Warning: this can reduce camera-specific features. Windows Hello face recognition may no longer work if the manufacturer driver provided custom features.
      • In Device Manager, find the webcam under Cameras or Imaging devices.
      • Right-click it > Update driver.
      • Select Browse my computer for drivers.
      • Select Let me pick from a list of available drivers on my computer.
      • Select USB Video Device > Next.
      • Close Device Manager and test the Camera app again.
    8. Run the camera troubleshooter.
    9. Check antivirus or firewall software.
      • Some antivirus or firewall products can block camera access.
      • Temporarily disable that protection and test the camera.
    10. If the green screen remains, get the camera driver from the laptop manufacturer support page.
    • For laptop-specific webcam issues, reinstalling the camera driver supplied by the manufacturer is a recommended next step.

A green screen in all apps after app reinstall usually points to the camera driver, privacy shutter/switch, or hardware-specific webcam driver rather than the Camera app itself.
