Cannot upgrade Windows Home to Windows Pro Education

I'm a Global Administrator for a K-12 school tenant and I'm trying to upgrade Windows 11 Home devices to Windows Pro Education using ClipUpgrade.exe so they can be enrolled in Intune.

Environment

  • Windows 11 Home 25H2 (Build 26200.8875)
  • Latest cumulative update installed (KB5095189)
  • K-12 verified tenant
  • User account has appropriate Education licensing assigned--M365 A3 for Faculty (this user does not have any administrator role)
  • Issue occurs on multiple devices
  • Device can resolve and reach dls.microsoft.com
  • Error received:
    • "The segment or domain may be ineligible for this upgrade offer. Please contact Microsoft Support for assistance."

Troubleshooting already completed

Verified Windows version and update requirements

Confirmed K-12 verification status

Tested on multiple computers with the same result

Used ClipUpgrade.exe with school account credentials

Confirmed internet connectivity and DNS resolution

Please analyze this scenario and provide possible causes for why a K-12 verified tenant would still receive the 'segment or domain may be ineligible for this upgrade offer' error.     Hello Kai,

    Thank you for the clear instructions. I’m sorry I haven’t looked into this for a while. The school needed the laptops right away and I had to pivot to put an emergency solution on the computer as locally managed. However, it’s very important to be able to Intune managed the devices, so I’d like to continue pursuing this.

    First, let me clarify a few things:

    • I checked Microsoft Education Tenant Identifier and confirmed it is set to K-12
    • Settings > Domains: domains show as healthy
    • In my latest try, I ran ClipUpgrade.exe and logged in with a global admin licensed with M365 A3 for Faculty. I got the same error message.

    I tried from multiple computers, but here’s the base of how they were different:

    • Freshly wiped computer and install new Windows. I ran all updates—25H2 26200.9168
    • Freshly wiped computer, and install new Window. I skipped updates, but it doesn’t go back to KB5095093

    I was not able to revert Windows back to the KB5095093. Despite removing updates.

    It seems like my next course of action is to move the computers back to KB5095093. Is that possible? If so, it could potentially solve the issue.

    This error normally means the licensing service cannot match the signing account or domain to an eligible K-12 tenant. Intune enrollment itself is not evaluated at this stage.

    Here are some suggestions you can try:

    In the Microsoft 365 admin center, open Settings > Org settings > Microsoft Education Tenant Identifier and confirm it is set to K-12, not Higher Education, Other, or Not configured.

    Confirm the tenant is classified as Academic, K-12 segment and is not a mixed K-12/Higher Education tenant. Mixed-segment domains are excluded from this offer.

    Under Settings > Domains, verify that the exact domain used in the account’s UPN is verified in this tenant. Domain ownership verification and academic eligibility are separate checks.

    Retry while logged into Windows with a local account, run Command Prompt as administrator, and authenticate ClipUpgrade with a school IT administrator account. The documented requirements specifically call for an IT administrator or valid K-12 academic account.

    Confirm KB5095093 is installed, not only a later cumulative update.

    If all checks pass, open a Microsoft 365 admin-center support case and provide the tenant ID, affected domain, account UPN, Windows build, and exact error. Microsoft Support will need to review the tenant’s backend segment and offer-entitlement status.
