Artifact Signing email verification link returns "The request is blocked" — no resend option available

My organization's Artifact Signing (Trusted Signing) public identity validation is blocked at the email verification step.

Identity Validation ID: 38a50b23-1762-47dd-8ec7-b5a219832717

The "We need to verify your email address" email arrived on Aug 14 and its "Verify email address" link leads to a page at 3pc.microsoft.com/vetting/email_accept that only says "The request is blocked."

Reference code shown on the blocked page: 20260814T130313Z-1769fd9d7667t6mhhC1SCLheac0000000cpg00000000dh7k

What we've already ruled out:

  • Tried Edge InPrivate with all extensions disabled — blocked
  • Tried a mobile device on cellular data (different network, different IP) — blocked
  • No VPN or proxy in any test

Since the block happens from multiple clean browsers and networks, we suspect the single-use token was consumed before the user clicked (possibly by inbound email link scanning), or the token is invalid on Microsoft's side.

The Azure portal shows no resend or re-verify option for this identity validation request. All requested documents (assignment letter from an authorized representative, domain registration records) are already uploaded — this email verification is the only remaining blocker.

Questions:

  1. Can the verification email be re-issued for this Identity Validation ID?
  2. Can the team check the reference code above to confirm why the request is blocked?
  3. If a re-send is not possible, is there a way to complete email verification without creating an entirely new identity validation request (which would discard the already-reviewed documents)?
