The error code AADSTS500022: Access to the tenant is denied means that Microsoft Entra ID (formerly Azure Active Directory) has blocked access to your educational institution’s tenant. This typically occurs when Microsoft suspends, disables, or restricts an entire organization's tenant most commonly due to expired licensing, non-payment, a violation of Microsoft service terms, or an administrative tenant lock.
Since this restriction is applied at the Microsoft tenant level, individual users cannot fix or bypass this error from their own devices or account settings.

Because your local network center mentioned they do not have organizational administrator permissions, you will need to escalate this issue to the Global Administrator or Central IT Services of your school/university.
Only a Global Administrator of your tenant can resolve this issue by logging into the Microsoft 365 Admin Center or Microsoft Entra Admin Center. They must:
- Check the account/tenant status under Health > Service health or Billing > Licenses.
- If the tenant itself is locked or disabled, the Global Admin must open a technical support request with Microsoft Support directly to request tenant restoration and data recovery.
Please note that the Microsoft Support team will require verification steps to confirm ownership and administrative access before proceeding with any tenant recovery actions.
