Microsoft Forms currently does not support selecting multiple answers from a drop-down question. When Multiple answers is enabled, the Drop-down option becomes unavailable, so the workaround suggested in some older threads does not work.
The available workaround in Forms is to keep the question as a standard Choice question and enable Multiple answers. If the list is long, you could divide the choices into several questions or sections to make the form easier to navigate.
You can also submit this requirement through the Microsoft Forms feedback portal, as this is currently a product limitation rather than a setting that can be enabled.
I understand that the lack of this option can make Forms unsuitable for forms containing long lists.
